House Republicans agree on a new plan to prevent a government shutdown after back-to-back defeats

House Republican negotiators reached a tentative agreement late Friday to avert a partial government shutdown, sources told Fox News Digital.

Two people familiar with the discussions told Fox News Digital that the deal would include a short-term extension of this year’s federal funding, disaster relief funding and agricultural aid to farmers – but as part of three separate bills.

It would also include an agreement to take action on the debt limit next year as part of Republicans’ planned massive conservative policy reform through a process called reconciliation.

The new strategy comes after President-elect Trump and his allies torpedoed congressmen’s initial plans to avert a partial shutdown before the holidays.

Trump had urged Republicans to take action on the debt limit as part of their talks to prevent a government shutdown, a demand that dozens of conservative GOP lawmakers balked at amid concerns about the national debt – which has topped $36 trillion.

A plan by House Speaker Mike Johnson (R-La.) to follow Trump’s orders went up in flames Thursday night after 38 Republicans and all but two Democrats voted to kill that bill.

Trump, along with Vivek Ramaswamy and Elon Musk, spearheaded opposition to congressional leaders’ original bipartisan agreement, even threatening to force lawmakers who supported it out of office.

This 1,547-page bill would have extended current state funding levels through March 14. However, Republican Party hardliners were angered by what they saw as unrelated measures in the bill – such as a pay raise for members of Congress, health care provisions and proposed legislation aimed at revitalizing RFK Stadium in Washington, DC

The second edition was significantly slimmer at 116 pages. It excluded the stadium bill and the congressional pay raise, but still included measures to fund the reconstruction of the Francis Scott Key Bridge in Baltimore and more than $100 billion in related disaster relief.

Rep. Chip Roy of Texas was among the conservatives who rebelled against the bill.

“Old Bill: $110B Deficit Spending (Unpaid), $0 National Credit Card Increase. New bill: $110 billion in deficit spending (unpaid), debt ceiling increase of over $4 trillion, and structural reforms for $0 in cuts. Time to read the bill: 1.5 hours, I will vote no,” he wrote on X.

However, as Roy and other members of the 38-member coalition opposing the Trump-backed bill left a meeting in Johnson’s office Friday morning, they largely remained tight-lipped about details.

Rep. Andy Ogles, R-Tenn., also declined to brief reporters on the plan as he left the session, but said he expected votes sometime Friday.

Now leaders must figure out whether they can get the bill passed through traditional channels — which include a House Rules Committee meeting and a preliminary vote by the full House — or whether they can forego it through a “suspension of the rules.” , which would increase the hurdle of transitioning from one half to two thirds.

It’s not immediately clear whether House Democrats will support the deal.

Several Democratic lawmakers said Friday morning that they believed House Minority Leader Hakeem Jeffries, D-N.Y., had resumed talks with Johnson about a path forward.

Democrats on Thursday accused Johnson of breaking the bipartisan agreement, fueling their opposition to his second plan.
