The New York Police Department’s chief abruptly retired after high-profile allegations that he took advantage of one of his employees, allowing her to work overtime in exchange for sexual favors.

Chief Jeffrey Maddrey, 53, resigned Friday, shortly after Lt. Quathisha Epps publicly accused him of demanding sexual favors from her New York Post first reported.

“He wanted to have anal sex, vaginal sex, oral sex,” Epps told the outlet. “He always asked me to kiss his penis.”

Epps, who has worked at the agency since 2005 and recently held an administrative position in the department chief’s office, was the NYPD’s highest-paid employee in fiscal year 2024, earning more than $400,000, according to public records.

While the 51-year-old earned a base salary of $172,000, she earned $204,000 in overtime pay and an additional $26,000. Meanwhile, her boss Maddrey, the agency’s top uniformed official, earned a base salary of $292,000 this year, records show.

Maddrey’s sexual demands began in June 2023, when he became department head, Epps told the outlet.

Maddrey, who is married, was reportedly sitting at his desk in just a white undershirt and unbuttoned uniform pants when he told her: “He’s been dreaming about fucking me in my ass,” Epps claimed.

She recalled replying, “I said, ‘But boss, you’re the department head.’ He rubbed his chest. . . His work pants were unzipped. He said, “But I’m still an idiot and you look good.”

He then asked her to go to the back of his office – where he had a couch, she claimed.

“He bent me over the arm of the sofa and when I tried to back away he said to me, ‘Let me just tuck it in a little bit,'” she told the outlet through tears.

He then grabbed KY Jelly from a locker near the couch and rubbed it on himself before pushing himself into her — despite her pleas to stop, Epps said.

“He blended in, and he kept forcing it,” she claimed. “And I kept asking him, ‘Can you please stop?’ Then I stopped asking him to stop and I asked him to just slow down. “Can you please just slow down?” You’re hurting me! You’re hurting me!’”

She remembered him saying, “‘I’m not trying to hurt you, baby. I’m not trying to hurt you.”

The couple had sex about 10 times after that, she told the outlet.

Sometimes the top uniformed officer would send Epps three letters: “DAP.” It stands for “dat ain’t pussy” and means he wanted anal sex, she said.

She recalled that another time he came into her office and “asked me to kiss it,” referring to his penis.

Maddrey had “a wish and a command,” which meant Epps had to comply with his wishes, she told the outlet. He asked her to undress in her office, pay for a trip for Maddrey and his wife to Miami and give her Lower East Side apartment to his girlfriend – even though it was in the name of Epps’ children.

She tried to free herself from Maddrey, but was afraid that she wouldn’t be believed. “I think he’s a predator,” Epps told the post. “He would say, ‘We’re going to save your house.’ Like he was saving me. If he’s really just kidding me.”

After she tried to distance herself from Maddrey, she was retaliated against and revealed to be earning a lot of overtime, her attorney Eric Sanders said post. She was suspended for 30 days and is being investigated for exorbitant overtime pay, sources told the outlet.

But the generous overtime pay began years earlier, when Epps told Maddrey — then patrol chief — that she was in financial trouble.

“I told him I was losing my home,” she told the outlet. “He told me I could work all the overtime I needed. He told me I was like his sister.” But he also told her she could help him with favors outside of the office – like helping his girlfriend, who was also employed by the NYPD, she said.

“Part of the overtime was taking care of his girlfriend,” which included finding an apartment with her and buying household items for her, Epps said.

Epps plans to file a lawsuit with the city auditor’s office on Saturday, Sanders said post. Sources previously told the outlet that she filed retirement paperwork this month.

The Independent has reached out to Sanders’ office for comment.

“What an opportune time to accuse someone of misconduct after being caught stealing time,” said Maddrey’s lawyer Lambros Lambrou post. “She is clearly drowning and at the deep end of the pool without a lifesaver. She wants to take out as many people as possible. This is completely unfounded and we deny every aspect of it.”

The Independent Lambrou’s office has reached out for comment.

This isn’t the first time Maddrey has been accused of sexual misconduct.

Tabatha Foster, a retired officer who formerly worked under Maddrey, filed a civil lawsuit against him in federal court in 2016. This lawsuit was dismissed and referred to the New York Supreme Court. She claimed that although they had a consensual relationship, she felt that “she had no choice but to consent” because Maddrey was in “a position of authority” over her, the filing said.

At one point, after she retired, Maddrey began “slapping, punching and knocking her to the ground,” pressing his knee into her back to the point where she could no longer breathe, the complaint says . He also pointed his gun at her. A judge ultimately dismissed the lawsuit.

The NYPD confirmed this The Independent that Maddrey had resigned and that the department would investigate Epps’ claims.

“Police Commissioner Jessica S. Tisch accepted the resignation of Department Chief Jeffrey Maddrey on Friday evening, effective immediately. “The NYPD takes all allegations of sexual misconduct seriously and will thoroughly investigate this case,” an NYPD spokesperson said in a statement.

As Pix11 reported, Patrol Chief John Chell will serve as interim department chief.
