“Sex for overtime,” his abuse an “open secret”: Shocking allegations against top NYPD cop | World News

NYPD Department Chief Jeffrey Maddrey abruptly resigned amid sexual abuse allegations. A NY Post report quoted police sources as saying the allegations were an “open secret.”

The alleged sex scandal came to light on Saturday when the media reported on the allegations made by 51-year-old Lieutenant Quatisha Epps. She alleged that Maddrey repeatedly approached her at NYPD headquarters and demanded sexual favors from her.

“He wanted to have anal sex, vaginal sex, oral sex. “He always asked me to kiss his penis,” Epps was quoted as saying.

The NYPD’s former top cop promised his subordinates massive overtime pay in return for sexual favors.

Maddrey’s resignation was accepted by Police Commissioner Jessica S. Tisch, effective immediately. Patrol Chief John Chell will replace him on an interim basis, the NYPD said.

“The NYPD takes all allegations of sexual misconduct seriously and will thoroughly investigate this case,” a department spokesperson said.

In addition to Epps, at least two other women in the department have accused Maddrey of sexual abuse. A police source at NYPD headquarters told the NY Post: “He is a predator. It’s an open secret. Everyone knows who he is.”

Sexual favors for massive overtime

Maddrey had risen up the New York Police Department chain of command, from housing chief to patrol officer. However, Epps said his sexual demands did not begin until June 2023, when he was promoted to department head.

The now former NYPD department chief initially asked her for sexual favors in his office at One Police Plaza. She claimed he forced her to have sex with him that day and 10 times after that.

With that, Maddrey gave her generous overtime for the next two years. She earned a staggering $400,000, including about $204,000 in overtime alone in 2023 for her administrative work in Maddrey’s office, according to payroll records cited by The Post.

Another former NYPD officer, 49-year-old Tabitha Foster, alleged in a 2016 lawsuit that Maddrey dragged her into a years-long affair that began when she was pregnant. At the time, he was Foster’s supervisor at the 75th Precinct in East New York.

The affair developed into a case of physical and emotional abuse, The Post reported, citing court documents.

Foster said Maddrey used “knowledge of her marital problems and the trauma she suffered as a child” to exploit her, the report said.

Days before Epps’ allegations on Friday, NYPD Captain Gabrielle Walls also requested a judge’s approval to include Maddrey as a defendant in a sexual harassment lawsuit she filed in July 2024 against another NYPD chief.

She told the Post that she prays for this day every day, adding that she feels “vindicated” by the news of Maddrey’s resignation.

“There are so many of us out there who will hopefully come forward,” she was quoted as saying.

Maddrey reportedly harassed Walls between 2015 and 2022. He regularly attempted to kiss her, including while drunk at parties and police events.

Epps also reportedly claimed that Maddrey had an “inappropriate sexual relationship” with another woman in his office.
