What happens to Luke at the end of episode 9?

Since his promotion to Shadow, Lukas has been trying to crack a code left behind by former IT chief Salvador Quinn – the same code that Judge Meadows (Tanya Moodie) solved 25 years ago. In Episode 9, he did it and revealed the following message (part of which we see scrawled in his notebook):

“…Reason to be damned. If you don’t believe me, go all the way to the bottom of the silo. Find the tunnel. You will receive confirmation there.”

Later, Lukas says, unsettled, that “the life of the silo depends on him finding the mayor.” But when he is told that the mayor cannot be disturbed until the evening, he takes matters into his own hands and gives up the bottom of the silo. However, when he finds the tunnel mentioned in the note, he suddenly hears a robotic-sounding voice that addresses him by name.

“Only three people reached this door before you,” says the voice. “Salvador Quinn, Mary Meadows and George Wilkins. I haven’t spoken to Wilkins. Quinn and Meadows both received the same instruction you will receive now. If you talk to anyone about this conversation or what you saw down here, then we will have no choice but to initiate the security measure. Do you know what the security measure is, Mr. Kyle?”

Lukas’ nervous reaction? “I do.”

Who is the voice that speaks to Luke?

The short answer is: we don’t know. But we can make some guesses. As Lukas discusses with Bernard (Tim Robbins) at the beginning of the episode, we now know that there are multiple silos. Fifty-one, to be exact. Whoever is speaking to Lukas appears to have some sort of higher authority, having given “instructions” to Silo 18’s IT managers. Is it possible that whoever is talking to Lukas is the IT director of another silo? Maybe one that has authority over all other silos?

The other possibility is that the voice may not belong to any person at all. It sounds slightly robotic, so there’s always the possibility that it belongs to some kind of all-powerful artificial intelligence that has control over all the silos.

What is the protection?

When the voice speaks of “the protection,” it is clearly a threat. When Luke tells someone what he heard or saw, he has “no choice but to initiate it.” Apparently the safety device is not intended to protect the occupants of Silo 18. So what exactly is it?

Here, too, we don’t know exactly yet. Apparently it’s something that was in Quinn’s code, and the phrase we see in Luke’s notes – “…reason to be damned” – seems ominous. Equally threatening is the fact that Quinn, the former head of IT, felt he had to hide the meaning of the code within the code, as well as the fact that everything Judge Meadows discovered when she cracked the code was her made me start drinking.

In short, whatever the security measure is, it creates a sense of helplessness and fear among Silo 18 residents who learn about it. Maybe it’s a protective measure aimed at protecting the owner of the vote and the other silos if they feel Silo 18 is getting out of control?

How to watch: silo is now streaming on Apple TV+, with new episodes released weekly.
