The NYPD is embroiled in high-level turmoil over allegations of sexual misconduct following an investigation by Eric Adams

The nation’s largest police department is undergoing a high-level restructuring amid the crisis plaguing Mayor Eric Adams and his administration.

On Friday evening, the New York Police Department’s highest-ranking uniformed officer suddenly resigned amid allegations of sexual misconduct.

Department Chief Jeffrey Maddrey filed his retirement papers when the New York Post was about to publish an article about a subordinate’s allegation that Maddrey requested sexual favors at police headquarters in Lower Manhattan and received them in exchange for approving overtime.

According to an ABC News source, the city first learned of the allegations against Maddrey when the Post reached out to her for comment.

“Police Commissioner Jessica S. Tisch accepted the resignation of Department Chief Jeffrey Maddrey on Friday evening, effective immediately. The NYPD takes all allegations of sexual misconduct seriously and will thoroughly investigate this matter,” the NYPD previously said in a statement.

The Manhattan district attorney’s office said it was investigating the allegations against Maddrey. “These are extremely serious and disturbing allegations that allegedly occurred at NYPD headquarters in Manhattan,” a spokesperson for the DA’s office told ABC News.

A spokesman for the mayor’s office said Saturday: “We are deeply disturbed by these allegations and the NYPD is investigating this matter. Mayor Adams is working in close coordination with Police Commissioner Tisch as the NYPD conducts a separate department-wide review to ensure no assaults occur. “We will refrain from further comment to avoid jeopardizing the investigation.”

In the wake of the shocking allegations against Maddrey, Tisch also fired the head of the ministry’s internal affairs bureau on Saturday.

Chief Miguel Iglesias was relieved of his command and informed the department of his intention to retire, Tisch said.

Edward Thompson, a 38-year veteran of the force, will serve as interim chief while ongoing staff restructuring continues, Tisch announced.

“Above all, the NYPD Internal Affairs Bureau must always be committed to maintaining integrity and combating corruption in all its forms,” Tisch said in a statement. “It is an essential role that is vital to maintaining the honor and nobility of the profession and maintaining public trust. Chief (Edward) Thompson is up to the task.”

The allegations against Maddrey are also being criminally investigated by the New York City Department of Criminal Investigation, sources told ABC News.

Maddrey’s tenure was turbulent.

A oversight panel recommended he be punished for interfering with an arrest in 2021. Former Commissioner Keechant Sewell agreed to the disciplinary action, but her successor Edward Caban dismissed the case.

Maddrey was previously accused of sexual harassment and gender discrimination, which he denied.

On Saturday, Tisch named John Chell acting department chief to oversee the NYPD’s crime-fighting strategies, quality of life initiatives and operational plans. Chell most recently served as patrol chief.

Adams, 64, was indicted on federal corruption charges in September, pleaded not guilty and denied any wrongdoing. He will stand trial on this charge in April 2025.

“I always knew that if I stood up for New Yorkers, I would be a target – and a target I have become. If I am charged, I am innocent and I will fight it with all my strength and will,” Adams said in a statement on September 25.

Caban and other top city officials have resigned amid the federal investigation, and some of them are also facing criminal charges. Caban’s lawyers said he was not the target of the investigation and that he would cooperate “fully” with the government.

Lawyers for Maddrey and his accuser did not immediately respond to ABC News’ requests for comment.
